IOWA COUNTY BOARD OF SUPERVISORS: Board gets organized for 2012

With a new year often comes many new faces, but the man in charge of the Iowa County Board of Supervisors will stay the same for 2012.
Ray Garringer will continue to serve as board chairman, while Kim Tanke will serve as vice chairman.
Both were voted unanimously during the board’s annual reorganization meeting Tuesday, Jan. 3, and were the only supervisors nominated for their respective positions.

APPOINTMENTS
The board selected various citizens – supervisors, county employees and residents – to various committees and boards that had terms expiring or members leaving. All were unanimous and were as follows:
• County Conservation Board: Gordon Dietze, reappointed to a five-year term to expire in 2017.
• County Board of Health: Dale Walter as the supervisor’s representative, to serve through 2015.
• MH/MR/DD Advisory Board: Jeannine Scahdridge, Conroy, reappointed to a one-year term.
• E911 Board: Sheriff Rob Rotter as the primary contact, and board chairman Ray Garringer as the alternate.
• REAP Board: Vic Rathje, Amana, reappointed.
• Sixth Judicial District Department of Corrections and Disaster Services Board: Garringer, reappointed.
• HACAP Advisory Board and Iowa County HACAP Advisory Board: Tanke, reappointed.
• Region 10 Chief Elected Officials Board: Kevin Heitshusen.
• Citizens Advisory Board and Transit Advisory Board – ECICOG: Sam Gipple.
• ECICOG Transit Advisory Committee: Vicki Pope.
• ECICOG Loan Review Committee: Brian Koster.
New committees – both for ECICOG – are:
• Passenger Transportation Advisory Committee: Sam Gipple and Marilyn Austin.
• Regional Trails Advisory Committee: JinYeene Neumann (primary) and Greg Mitchell (alternate).
• Pioneer Cemetery Commission: Gary Edwards, Marengo; and Sandy Ludovissy and LaVerna Moser, Amana.
• Central Iowa Juvenile Detention Center Commission: Garringer and Dave Walter (alternate).
• Williamsburg Zoning Board: Walter.
• Eastern Iowa Tourism: Garringer and Pope.
• Amana Colonies Convention and Visitors Bureau Board of Directors: Garringer.
• Iowa County Economic Development Commission: Garringer, Kim Tanke and Tammy Wetjen-Kesterson (alternate).
• DECAT – Iowa’s Child Welfare Decatorization Program: Vicki Pope (supervisor’s representative) and Bill Keegan.

COMMITTEES
The following in-house committees were approved:
• Road Department Advisory Committee: Dale Walter and Vicki Pope.
• GIS Mapping Committee: Linda Griggs, Ray Garringer, Sally Hall, Jenifer Mein, JinYeene Neumann and Kristen Miller.
• Safety Committee: Dale Walter, Lee Sorensen, Rob Rotter, Sam Gipple, Trista Schaffner, Belinda Baack, JinYeene Neumann, Kevin Smith, Adam “Tait” Maxwell.
• Disposal of county equipment: Dale Walter and Ray Garringer.
• Transportation Committee: Dale Walter, Ray Garringer, Sam Gipple and Jeanine Scandridge.
• Personnel Committee: Ray Garringer and Kim Tanke.
• Marengo Hospital/Ambulance Committee: Ray Garringer and Kevin Heitshusen.
• Insurance Committee: Ray Garringer and Kim Tanke.
• DHS Advisory: Kim Tanke.
• Empowerment: Vicki Pope.
• Buildings and Grounds Committee: Dale Walter and Kim Tanke.
• Iowa County Insurance Pool: Ray Garringer and Dale Walter.

OTHER ORGANIZATIONAL BUSINESS
The board also approved various motions that were part of its annual business. Those bits of business included authorizing the auditor to:
• Issue a warrant to the Iowa County Sheriff or Deputy Sheriff when expenses will be incurred to transport a defendant or prisoner.
• Issue payroll warrants according to Iowa Code 331.506(3)b.
• Pay claims for postage and utility bills when penalties would go into effect before the board can act on approving payment. A separate motion was passed to authorize warrants for bond payments when due to avoid penalty.
• Open mail addressed to the board of supervisors, excepting for those marked personal and confidential.
• Issue warrants to the county attorney or assistant county attorney when papers need to be served.
The board also approved unanimously:
• Setting the rate for indigent burials at $300 for opening and closing the grave, and $2,500 for funeral expenses. The rental assistance rate was set at $350 and the medical reimbursement rate was pegged at $500.
In a separate motion, the same rates were set for veterans.
• Designating the Pioneer-Republican of Marengo and the Williamsburg Journal Tribune as the official county newspapers, the only ones so designated.
• Setting the official meeting time as 9 a.m. Friday at the Iowa County Courthouse Annex, 970 Court Ave., Marengo. The current agenda format will continue to be used.
• Following Iowa Code 331.504 duties of the  clerk relative to recording minutes of the board.
• Adopting resolutions on historic preservation and salary certifications for drivers.
• Setting the mileage rate for county employees at 51 cents per mile. A separate motion was passed to not allow board members to charge the county for mileage to attend any and all official board meetings, and to set out-of-county mileage policies
Depositories, with maximum deposits, were set as follows:
• Iowa County Auditor: Marengo Bank, $10,000.
• Iowa County Recorder: Keystone Savings Bank-Marengo, $75,000.
• Iowa County Sheriff: Marengo Bank and Keystone Bank, $50,000 each.
• Iowa County Treasurer: Farmers Savings Bank-Victor and Victor State Bank, $1 million each; MidwestOne Bank-North English and US Bank-Amana, $2 million each; County Bank-Williamsburg, Farmers Trust & Savings Bank and Marengo Bank, $3 million each; and Keystone Savings Bank, $11 million.
